overseas
- migrants who arrived in Australia after 1 July 1991
- temporary residents who hold a gazetted visa class

since July 1991
Young migrants (16-18) may be eligible for AMEP classes if
they:

years and are unable to access school ESL programs (enrolment has
to occur before turning 18)
